  What makes an effective citizen? What are the key values we expect in a democracy? In what ways might these values be compromised? What responsibilities and rights do citizens have in a community?  What is the most effective way of participating in the democratic process? What happens when the rights of one community group conflict with the rights of another - should the rights of the largest group prevail or should the needs of the whole community be considered? How does Australia promote human rights? How can minority views be heard? Who are the decision makers in a democracy? How can they be held to account? This Year 10 course gives future voters the skills and knowledge required to be active, responsible and effective citizens.
